Why does Colress not appear at route 4 in Black 2 to battle after he tells me to meet him there?

He should be there. You probably just havent found him. Just follow the road and he should be there. He has a level 21 magnemite and a 23 klink. Just follow the path and he should be there.

I have the walk thru. I don't see him anywhere on route 4. I have tslked to him alresdy in castelia city. Could this be a game glitch?.
