Flocks? Do you mean swarms? If so, they are Pokemon that once every day on the Pokemon Talk Show, there is a swarm of Pokemon (rare Pokemon) that appear in that area for the day. The Pokemon has a 40% chance of appearing. Headbutt is a Move Tutor Move that you can also use on any tree, allowing you to get Pokemon sometimes.
