Garchomp can have a maximum of 394 Atk with an Atk boosting nature. 359 without.
This will depend on your IVs in Attack. So, there is no way to tell unless you give me IVs. And Nature.

If this is Gen 5, try EV training it in Attack, otherwise there is no way to raise his Attack.
