No it's Deoxys-Dragon form. It can be obtained if you breed an Arceus-Dragon with a Deoxys-Speed =3

No, its sunkern-dragon form obtained by teaching it draco meteor which it can only learn if its a dragon type thus you only see this vs hackers. It can't be registered in the pokedeex for some reason.
