Can you raise/lower IVs?

I'm playing White 2 and I want to know how I can raise my Zweilious's Special Attack IVs.

Yes.
You can mess with the IV's too change the Hidden Power type.

To add, they cannot be raised normally, it has to be by breeding.

No IV's can't be changed.

you cant change the ivs of a Pokemon you already have but you can improve them through breeding
