Basically Kyurem's DNA is split with Zekrom/Reshiram, while they are only different formes of Kyurem really. This is not the case with Mew and Mewtwo, whose DNA is very similar to Mew's, though are considered two separate Pokemon. This implies that they are alike, but are not counterparts to each other.
