Swarm is when a different Pokemon that isnt normally in the area appears. Listen to the radio it tells you where a Swarm is located and what Pokemon is in said Swarm. They change everyday.
If you listen to the radio the oak show tells you where there are swarms of Pokemon. I got a swablu and chansey like this
