Where do I get the national dex in diamond

You get the national Pokedex on Pokemon Diamond when you have seen 150 Pokemon. Even though there are 151 pokemon, you just get it when you've seen 150. You can see Manaphy in the Pokemon Mansion in the book behind the owner. When you have 150 or 151, go to Prof. Rowan's lab and Prof. Oak gives you it! Hope this helped!

You get it from Professor Rowan in sandgem town but you need to have seen all 151 pokemon to get it.
