No you just need to be near the other DS with the game in it. That Wireless Communations Club doesn't require Wi-Fi.

No. You don't even need an Internet connection for that.

Trading via local wireless does not require any Internet connection whatsoever - anything that doesn't prompt you for an Internet connection won't require one.

If you're using the GTS or otherwise trading with people on the Internet with people you don't know, then you only need one working Internet connection. Not three.
