No, it is not. It's evolutions, Dragonair and Dragonite, are also Dragon types, with Dragonite being part Flying type. Other than those three, there were no other Dragon type Pokemon in Generation I.

Its funny how they systemed so that dragon type is weak to dragon also in gen1,
even the only dragon type attack was dragon rage, which always give 40damage
