Since Pursuit has a higher Priority then protect, would I be able to use pursuit BEFORE my opponet uses protect

Protect always goes first (if it fails then it still goes first just doesnt work)

Pursuit only has a higher priority when the Pokemon is switching out so no protect would go first because if they are using protect they wont be switching out.

Pursuit only has priority if the opponent switches out, not if protect is used.

Pursuit deals damage, and hits with double power if the target is switching out.
In that case, Pursuit technically has priority +7, meaning it attacks before all other actions and moves.
