Entei is a Roaming Legendary Pokemon.

Entei is one of the first Roaming Pokémon that you will meet. When you enter the basement of the Brass Tower, it, along with Raikou & Suicune, will quickly leave the area. From here, it is roaming the land of Johto. It is at Level 40 so be prepared.

This means you will encounter it randomly in Johto.

Entei is a Roaming Legendary, which means that Entei roams the entire Johto.If you are lucky you can battle him and catch him in a random place in Johto.In Pokémon HeartGold and SoulSilver, Raikou and Entei will roam Johto after meeting them in the Burned Tower.
