EOT/EOD - Regarding Jirachi's Recruitment?

Question

In EOT/EOD, Jirachi lives on the 23rd floor of Final Maze.

If it has a -12% recruit rate, How the **** do I get it?? It takes away the items you have at first, so I can't take an Amber Tear or Golden Mask in there. A Friend Bow will bring it to 0%.

WTF? Am I supposed to be able to get it?

Try getting a poke with the Fast Friend IQ. Since taking items in there is a bit useless I don't think it can be caught.
