To put it simple no. I can see where your coming from but the shape is different and Beartic is not Frozen it is a Polar Bear based Pokemon according to Bulbapedia.

Cubchoo is just a small bear with a cold. Both its English and Japanese names give the same idea.

If anything, Beartic is the tsundere Pokemon.

It's Japanese name is Tsunbear (ツンベアー, tsu-n-be-a~), combinations of tsun-dere and bear?

I thought it was obvious. Maybe that's just me.

Seriously though, it's just Gamefreak either running out of ideas or wanting more bear Pokemon. Just because two Pokemon look similar doesn't mean they're based on each other.

Well judging by apearances each generation of pokemon is based on the on the one before it
I’m aware this is old, but for anyone reading this, saying the “tsu” in the Japanese name is for “tsundere” is stupid and wrong. Bulbapedia says the tsu is for “氷柱“, pronounced Tsurara, which means icicle. Its name translates to icebear.
