If Icy Wind always gets a Critical Hit, why didn't they just put 80 Base Power instead of 40?

Because it would be OPed. A crit doubles the power of an attack making it 160 BP. Not counting resistance types.

If it doubles the power, the bp would be 80... and that's not op'ed at all...

You said the original base power is 40 right? So a crit would double that to 80. You said if the base power were to change to 80 and not 40. Assuming you still mean it has the crit effect it's base power would be 160.
