Are Klang or Klinklang good substitutes for Magneton?

Not really.

There's no STAB Electric-type attacks, or Magnet Pull. From the beginning, there's no natural advantage that the gears have over Magneton/zone, besides maybe a x2 weakness to Ground, rather than x4.
