Why didnt heatran appeard in platinum?

Ok I found the last room in stark mountain and again a go in after you get taken out and heatran wasnt there whats wrong?

Once the Magma Stone has been returned, the player is able to battle and catch Heatran.

With that there you need the Magma Storm returned to Stark Mountain before you can catch Heatran.
