ANY moves that have matter and hit the opponent are physical moves and the moves that they are consisting of energy are special moves....

Because actual seeds hit the user.

In addition, look at Cilan's Pansage:

He's generating physical seeds from his mouth.

Similarly, Stone Edge or Earthquake don't make contact, but are still physical moves.

It's not like Psychic where it's this wave of energy, or Shadow Ball where it's a ball of concentrated special energy.
