Where do you find the Electrizer in SoulSilver/HeartGold?
I'm fairly sure it's inside Cerulean Cave, north of Cerulean City. I just got the item (and Mewtwo!) the other day and that's where I was last.
To get there you will need to beat all 16 gyms.
You can also get it on the pokewalker.
