Why can't I pass route 11?

Question

I asked before to get to route 11 in white. They said you have to beat the Elite Four first. When I first asked this question, I didn't. But yesterday I did. But when I left to go to route 11, the guy says the road is still closed. Why is thing happing?! And yes I beat all Elite Four members. Please help me! Thank you! :)

You have to stop Team Plasma first.
>Its western terminus is at Opelucid City, while the Village Bridge is its eastern terminus. In Black and White, it cannot be accessed until the player stops Team Plasma. -Bulbapedia
