I would switch your Haunter for one of the best eeveelutions in-game:
Epeon
Item: twisted spoon
nature: modest or timid
ability: syncronize

shadow ball
signal beam (If you can get it. If not, swift is a good high pp and accuracy move for finishing off enemies)
hidden power (whatever you can get)
This set is the set I used in HG. It is a really good set in-game. It helps you beat many of the Pokemon in the first three elite four members.

EDIT: I would actually switch your togetic for eevee

I would say get rid of Togetic and get either Jolteon, Espeon or Vaporeon.And have a moveset Similar to one of these.

Personally I would say Jolteon because it can use Wish, then use volt switch to heal an ally
as well as do damage.
