If you look here, it give you a list of all the moves that Metronome can't use. It gets longer with each generation, because they iron out all the bugs and glitches and whatnot.
The transform glitch occurred to me. I haven't played that game since. :(
Now that I think about it, that happened right before I was about to battle Bugsy...
