I always have a Pokemon I need to trade off but can never find a suitable person to help me. I was just wondering if there is some sort of website or system that Pokemon fans around the world could come to agreements to trade their Pokemon?

Discord is another good platform for arranging trades. Most major Pokemon fansites have Discord servers where you can find other players to trade with.
Here on PokeBase, there is the chat room and Discord server, but you will have much better luck going to a community that was made for trading Pokemon.
