Where is the medal ceremony in black 2?

The guy is telling me that they are holding a ceremony in castelia but where?

On the street that's the farthest left, there is a sign with coins on it. There is a building beside that sign. If you go in the building, there are a few floors, including Fennel's lab laband the Name rater. Floor 2 has the Medal Office. I hope this helps! -Jellohamster

Go to the farthest street with the gym and the first building to the left. Second floor when going through the elevator.

If I gave sucky directions here's a walkthrough. Skip to 2:16 which is what I described. GL and enjoy the Eevee on that floor :P
