How come there is no move tutor house in black and white 1?

When I ask that I ask other than the starter only tutors

Game Freak just left it out for some reason. Maybe because they had it in alot of games before then, and they decided to just change it up and have no Tutors. Maybe it was to persuade people to buy black/white2 by having another bw2 exclusive feature to catch people's attention. I hope this helps! -Jellohamster
