No, it can't just be a celebi. It must be an event Celebi or a Celebi that has a Fateful Encounter which is an event Celebi. Hacked Celebi don't activate this. Many have just used a fake GTS to activate this event since there haven't been any Celebi events for a while now. You can always try to trade over a zoroark and breed it.
