What happens when Smeargle with Moody uses Psych Up(metronome) on another moody Smeargle?

So would it take all those boosts and drops and add them to its own stat changes basically?

Yep. It would just take all the boosts from the other Smeargle and add them to its own. But it will not keep receiving the boost the other Smeargle gets after Psych Up is used.
