Which Pokemon was the first to be released publicly as a plush toy?

The very 1st pikachu has a very distinct and noticeable feature and extremely hard to find and only manufactured for a short time. 1995-1996- pikachu being the icon of the franchise has black plastic eyes and plastic rosey cheeks and is almost impossible to find only 1 so far has surface on the web and is now being auctioned on ebay. The tag will have blue and yellow logo with its catch phrase"gotta catchem all" and nintendo stamp.

This cute little thing here - it was between five to seven inches, and was released on 16 June, 1999. After the release of Pikachu, a plush Meowth, Gengar and Psyduck was released the following year in 16 February, 2000 again, between five to seven inches.
