IV Judge NPC Kiloude City Pokemon Center?

In Kiloude city's Pokemon center, there is a guy who will judge your Pokemons IVs and say which ones are the best, and how good that particular IV is. The phrases I've seen so far are, "Fairly Good", "Fantastic", "Simply Can't Be Beat!"
I would like to know which phrase is better than the other(not only the ones I listed), and which phrase means that your Pokemon has 31IVs.

If a Pokemon has a stat (or stats if you are really lucky) that "simply can't be beat" then it has 31 IV's in that stat.
