I defeated team flare at the power plant and got the badge but the north boulevard isn't open, I got the 4 th gym badge as well, what else do I need to do?
Enter Lumiose City from Route 13 and talk to Shauna. She'll lead you to the 5th Gym after which all of Lumiose City will be accessible.
