How do you get hidden abilities of Pokemon that do not appear in hordes or in friend safaris?

I have seen people using hidden abilities for Pokemon that never occur in horde battles and can not be obtained in any of the friend safaris, such as a chespin with bulletproof, for example. Does anyone know how this works?

Chespin with Bulletproof is legal - just breed a Quallidin with Bulletproof, and the baby Chespin has a chance to have it.

There is NO way you can have a hidden ability besides events, Friend Safari, and Hordes.

Well, if you breed a female Pokemon with a hidden ability, you have a 60% chance of getting a Pokemon with a hidden ability, and, I'm not currently sure how this works, but through the PGL Dream World, you can befriend Pokemon with hidden abilities.
