Good Pokemon with water absorb?

Question

I'm finally starting competitive battling, and so far I have just a lvl 69 arcanine from my training method.
He has an adamant nature (+atk, -SpAtk), and therefore I don't want to teach him Solarbeam for obvious reasons. He has wild charge, but what are about things like Quagsire or whiscash?
I thought the best way to counter them was with a poke that had the ability Water Absorb.
What Pokemon would be best for this role?

Jellicent and vaporeon are two of my favorite water absorb Pokemons. Both are very bulky and both are rated highly by experts. I think you can pick either one as your water absorb user.
