Okay it might be because of one of the following reasons:
Phione is holding a held item.
Phione could be hacked, such as it has a ability or move it can't legitimately learn.
It's a Phione egg. If it's a Phione egg you'll need to hatch it first, eggs cannot be transferred using Pokémon Bank.
