Does will-o-wisp have the same effect as toxic where the damage increases on each turn?

No, Burn always decreases health by 13 %, no more, no less and not increasing or decreasing over time.

Also, it's notable that a Burned condition halves Attack, so the differencs in damage by a burn and severe poisoning is worth it on a physical sweeper.
