If you Super Train a Pokemon before it evolves, would its stats still reach max when it does Evolve?

I have a shiny Treeko, and I want to get the super training done before I level it up. Would it still get the max stats when it is a Sceptile?

Yes, EVs are permanent unless you use a Reset Bag or EV reducing berries.
