Why do you have to have a Nintendo Network ID in order to use poke bank?

When I tried to download poke bank, it said I need a Nintendo Network ID in order to download it. Why do they say that?

have you updated your 3ds? when I did it kinda made me make one instantly when I got on eshop, so that might be your prblem, if not, I'm sorry mate...

and also, no idea why they make you do something like that, maybe they just wanted to try something different...
