I cant get LT.Surge phone number?

I play pokemon heart gold and I did everything to register Lt. surge but he doesnt apear.

You can find lt serge any day between 9:00-12:00 in the power plant

You also have to show him a pikachu, otherwise he won't give you his number.

And the Pikachu must be caught in Viridian Forest.
Any other Pikachu will not do, trust me, l tried that.
