Can you get the hm dive in diamond, pearl and platinum?

i no in ruby and sapphire you can use dive and go underwater can you do that in diamond pearl and platinum?

You can get Dive in Gen 4, but I think it's not a TM, only possible to get it by level up and move tutor.
The Pokemon that can learn it vie leveling up and move tutors are on the info page on Serebii.

No, you cannot get Dive as an HM in Generation 4 and the "Dive" function isn't available to be used in Generation 4.

Unfortunately, you can't get it as a TM/HM in Gen 4. It has to be learned through leveling up, breeding, or through the move tutor. You won't be able to transfer it from past games, either, since it won't let Pokémon who know HM moves through. Hope this helps.
