How are my elekids speed is more then normal ?

Question

I go some elekids tha im breeding for phsical sweepers and a bunch of them got 7 in speed only when they hatch and they don't got any weak stat even though they are jolly ut their sp attack is not reduced so how is that possible and is theis elekid wourth it ?:

attack-6
defence-5
sp attack-5
sp defence-6
speed-7

i think this one is the best beacuse of its personalety hp and speed

Because elekid base speed is naturally high and with high IVs and correct nature it could come up with 7 speed at level 1 I guess.
