Where can I find the choice items in HeartGold and SoulSilver?

Question

The only reason I have the Choice Specs is that my little brother found them somewhere in SS and traded them to me over the GTS. I know he didn't get them in the Battle Frontier because his Pokemon wouldn't last 2 battles in the Battle Tower (even I couldn't beat it for him with his Pokemon) so he must have found them somewhere in Johto or Kanto.
