We can't really know this. Only Gamefreak does, but I doubt they would add Megas over other Pokemon.
the game is out, and it doesnt have mega eolutions, so until they confirm a DLC, only time and Game Freak can tell.
It's not out yet, it's releasing in October :P
I think people should stop asking questions about the future stuff or features.
Yes it is out, Qwerty. It came out July 4th in Europe.

Complete the Gradute Finale. Professor Andy offers you bonus lessons, Which are Mega Mewtwo Y, Mega Lucario, and Mega Charizard X.
They're pretty complex and hard though.

No, it doesnt.

Pokemon Art Academy came out in Europe in July 4th and in New Zealand and Australia in July 5th, and there are no drawable mega evolutions in it.
So unless there will also be a mega evolutions DLC (Download-Able Content) when the game comes out in North America, mega evolutions wont be available in Pokemon Art Academy.

I know I shouldn't answer my own question, but yes, you can, Mega Charizard Y is available after completing the Charizard and Mewtwo in the graduate course. There are also three mega evolutions available in lessons after graduating from the academy (on page 8 of 8}. They are Mega Charizard X, Mega Mewtwo Y and Mega Lucario. The final Mega Evolution that is avliable in Pokemon art academy in Mega Mewtwo X, after every lesson has been done, including the mini lessons. Note that many of these Pokemon are more anime based and mascot based than power based. Also kids want something easy to draw/color (dunno which one it features) and Megas are pretty tough to draw. It's always easier for a person to draw something like an Oshawott, which they can make in like three steps or something, as compared to a Mega Aggron, which might actually take a week or something with full dedication for some people.

But they could also have difficulty levels, so who knows.

So far we do not know in short.

EDIT: I just searched out the dates of release in Europe and Japan:
June 19 and July 4.

The game apparently does not have Mega Evolutions, but future updates may make it possible. But as stated above, it's highly unlikely.
