How do I get past the construction workers blocking Route 18?

I have Pokemon X for the 3DS and I'm in Anistar City, but these construction workers won't let me pass through the Route 18 gate. They're saying Durant wrecked the path, so how long will it take to fix it? I'VE BEEN WAITING FOR AGES!

Why are you waiting? From them to finish the works? No, you need to proceed your game history.

So fly to Luminose Plaza and go the the Red Cafe with the Team Flare grunt near it. Face them all and in the end you will battle Team Flare Leader Lysandre and then you will need to face Xerneas, so be ready for it.

It wont come unblocked until you beat team flare at there hideout in Lumiose and defeat/capture xerneas at geosenge.
