Do you get other starters once you beat the elite four for the second time?

Question

Not like X/Y, I mean a starter from a different region.
Professor Birch gives you a Johto starter after you beat the E4 for the first time, are there rewards for the second?

I want me some exotic Pokemon. Please help!

You can get Sinnoh and Unova starters too.
