Can you evolve in Mystery Dungeon Blue Rescue Team?

Question

I'm a Charmander and my partner is Treecko. We`ve both grown to level 16, but haven't evolved. Is that because you can't? :c

Your character isn't evolving simply because you're not allowed to evolve until after you've beaten the main story.
