Mabye a Pokemon with a decent leveled special attack stat such as toxicroak(okay special attack.) and can you tell me some Pokemon that make use of belch in type coverage ways? Thanks in advance.

Belch just sucks.
90 accuracy? Hits all targets? 120 power? Kills fairies? Yes.
Wastes you item? Totally outclassed by moves like Sludge Wave? No thanks.
No you can use it infininteally once eatin one berry, no matter if you switch.
not to mention a petya berry, which boost your special attack upon consumption
So that helps out with Belch

Most of the Pokémon who can learn Belch are downright awful, mediocre at best, but some can make good of it.

Magmortar

- Thunderbolt
- Hidden Power [Ice]

A base 120 power move coming off of Magmortar's base 125 Sp. Attack is nothing to laugh about, especially for unexpecting Fairies and Grass Pokémon. Fire Blast is STAB, Thunderbolt is coverage and HP Ice hits Ground-types. Any Berry can be used, but Sitrus has use outside of Belch.

This is for use in the Sun. Belch is a wicked STAB. Giga Drain for recovery. Either HP Fire or Weather Ball is usefull in the Sun, but remember that Weather Ball is more gimmicky. Growth is used for boosting Sp. Atttack, while Sleep Powder is to annoy. Any Berry can be used, but Sitrus has use outside of Belch.

EVs: 252 SpA / 252 HP / 4 SDef

- Psyshock
- Slack Off
- Scald

This is meant to be a surprise set. Lure out any dangerous Grass- or Fairy-types, then hammer tham with Belch. Psyshock and Scald are STAB, and Slack Off is recovery. This is a gimmicky set, and it is not recommended that you use it unless you have to. Any Berry could work, but Sitrus has use outside of Belch.

That's pretty much it. Honourable mentions are Weezing, Seviper and Garbador. Belch isn't the best or most reliable STAB or coverage move, as it is gimmicky and disabled by the ever-present Knock Off.

If you eat here before then Gg plus you live the famous off knock. I'm gonna run a will-o-wisp set with the berry increasing special deffense and belch on weezing.

Astronautical got basically all the good ones, but there are a few more luck-based ones that I think might work well:

Cacturne

Cacturne @ Salac Berry
Ability: Water Absorb
Timid Nature

Cacturne can't take a hit. Period. So let's try to make him fast enough to get off a single attack, I guess?

-Giga Drain
-Focus Blast / Cotton Spore
-Belch
This set is meant to be Baton Passed 2 or more speed boosts. You can either run coverage or run stat drops to force switches. Volbeat would make a very good teammate:

Tail Glow already gets you up to an outright godly +3 Special Attack, so you can opt to run Salac Berry instead of Petaya for more Speed.

Heatmor suffers from the same problem as Cacturne: he's not fast enough. Here's a set to be used with the earlier Volbeat:
