Does the term "damage counter" refer to 10 points, or each physical token?

I am new to the game and have come across this problem a couple of times.
Here is the example. My pokémon has a 50, 10 10 on it.

If I have a card that says "remove 2 counters" does that mean remove 20 damage points, or can I remove any two counters?

If I have an attack that says " add 10 damage for each counter on your pokémon, would I add 70 to my attack or 30?

A damage counter refers to one counter with a value of 10. The 50-value damage counters can only be used to replace five 10-value damage counters to save space on the card, or if an attack does 50 damage or more.
