I saw Bulbapedia's priority list of moves. If pursuit has a priority of +7, wouldn't it always go before even protect and detect? Wouldn't that make Pursuit overpowered and feint useless? I need to know!

It only has a priority of +7 when the target is switching out. It will hit them right before they switch for double power. Any other time, it has a priority of 0.
