Did I need too have full pokedex in sapphire to transfer to pearl?

I have pearl and saphhire. I am trying everything to transfer from sapphire to pearl but in pearl menu I don't see the migrate from game.PLEASE HELP ME.

You do not need to have a full pokedex.
But what you do need is sapphire to be actually working and the Pokemon you are transferring move to have any HM moves or hold any items.
