How can the Pokemon X Y players on the 3DS know the IV of their Pokemon ?

I have been told that some players breed pkmn to be up to 6x31 on X Y but how can they know for sure ? What metod do they use ? Does the game gives you actual numbers on it instead of just the hint ?

There is an Ace Trainer in the Pokémon Center in Kiloude City. He can tell you what IVs are perfect and absolutely terrible on each Pokemon you have in your party. You don't get actual numbers, though
