What influences chance of higher potential on hidden encounters?

I have noticed that I get much more 3-star or better encounters during chaining. It's also happened when I wasn't chaining at all, but I also noticed its encounter level was fairly high even when I wasn't chaining (Without chaining, it seemingly occurred less often.)

In summary, my question is: Do these factors affect how often you get a better Potential rating, and does one way better affect the rate than the other way?

from my experience chaining makes you have a much higher chance of consistently finding better Pokemon just like how eventually you'll be pretty much guaranteed to find a shiny. but, as with all random number generator based things, you can just end up with the random really good one or shiny.
